  4. Globally, international financial services are being provided by several International Financial Centres and is a well-established business model followed by several countries. In India, Percy Mistry Committee Report, 2007, explored the opportunity of setting up an IFSC in India. The report also recommended reform of the Indian Financial System to ensure success and competitiveness of such an IFSC with other leading global centres.

    India announced the setup of its first IFSC on April 2015 at Gujarat International Financial Tec-City (GIFT City), near Ahmedabad. This will be set up under the Special Economic Zones (SEZ) Act 2005. The vision for IFSC spelt out by Finance Minister, Arun Jaitley in his budget speech aptly summarises the opportunities it has to offer -

    "While India produces some of the finest financial minds, including in international finance, they have few avenues in India to fully exhibit and exploit their strength to the country's advantage. GIFT in Gujarat was envisaged as International Finance Centre that would actually become as good an International Finance Centre as Singapore or Dubai, which, incidentally, are largely manned by Indians. The proposal has languished for years. I am glad to announce that the first phase of GIFT will soon become a reality."

    An IFSC would enable financial services and transactions that are currently carried out abroad—by overseas financial institutions, Indian financial institutions/entities and overseas branches/subsidiaries of Indian financial institutions—to shift them to India, offering the same ecosystem as the offshore location. To ensure success of the IFSC, critical success factors around taxation, legal, company affairs, regulatory requirements are being addressed and several regulations have already been issued by respective authorities while others are being worked upon.
